Minutes from the January 20, 2005 meeting in Indianapolis

 

PRESENT

MINUTES

The minutes of the December 16, 2004 meeting were recommended for approval.  A motion for approval was made by Phil Hoskins; seconded by Geoff Penrod; motion passed 15-0.

 

APPROVE TRACK AND CROSS COUNTRY COACHES PROPOSALS

The Executive Committee took the following actions in response to proposals presented by the Indiana Track and Field and Cross Country Coaches (IATCCC), and the Indiana Coaches of Girls Sports Association during the December meeting:

1.    Reconsider the rule about host school options with regard to the pole vault.  The vault should be contested every meet.  If not contested, the points should be given to opposing school(s), as in other events in which the facility is not legal.  The proposal failed, 0-16.

2.   Move to 5 semi-states in cross country with either four or five teams advancing to the state meet.  The proposal failed, 0-16.

3.   Move the cross country tournament series back to a four week/four level event.  The proposal failed,

      0-16.

 

APPROVE BASKETBALL SHOWCASES AND TOP 40 WORKOUTS

Commissioner Ress presented for approval plans for the IHSAA to co-sponsor the Boys and Girls Basketball Showcases, and the Top 40 Workouts.  A motion to approve the plan was made by Randy Barrett; seconded by Roy Simpson; motion passed 16-0.

 

APPROVE SCREENING COMMITTEE FOR CENTENNIAL SCHOLARSHIP SELECTION PROCESS

Chairperson Lee Lonzo assigned the following Executive Committee members to serve as a screening committee for the IHSAA Centennial Scholarship applications:       

District I – Nancy Alspaugh, Phil Hoskins

District II – Phillip Gardner, Roy Simpson

District III – Bill Amerson, Randy Barrett, Jim Feist

The screening committee will select the top nominees in each district.  Selected applications will be reviewed and assessed by a blue ribbon panel that will narrow the field to ten award winners.

 

2004-05 BOYS BASKETBALL TOURNAMENT OFFICIALS

Associate Commissioner Craft presented a list of basketball officials who have applied to work the 2004-05 Boys Basketball Tournament Series.     

 

2004-05 WRESTLING TOURNAMENT OFFICIALS

Assistant Commissioner Cox presented a list of wrestling officials who have applied to work the 2004-05 Wrestling Tournament Series.  Mr. Cox indicated that 128 officials were needed at the sectional level.  Since only 121 tournament applicants were qualified, seven sectional sites will be assigned three officials instead of four. 

 

2004-05 SWIMMING & DIVING TOURNAMENT OFFICIALS

Assistant Commissioner Searcy provided a list of possible starters who have applied for the 2004-05 Swimming & Diving Tournaments.  The swimming and diving tournament series require 40 officials at the sectional level.    

 

 

2004-05 GYMNASTICS TOURNAMENT OFFICIALS

Assistant Commissioner Searcy presented a list of 2004-05 licensed gymnastics judges.  The tournament series calls for 64 officials to conduct the eight sectionals.  IHSAA records show that 153 judges are currently licensed. 

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled upon during the 2004-05 school year.  This report included the following actions as of January 2005:

SPORTSMANSHIP

Assistant Commissioner Wynns reported on the unsportsmanlike conduct reports received by the Association as of January 19, 2005.  The number of unsportsmanlike conduct reports received last year at this time numbered 526.  To date, the IHSAA office has obtained 470 reports.  Mrs. Wynns reported on numerous acts of good sportsmanship that are occurring across the state.  Greenfield-Central High School and the Southern Indiana Athletic Conference are to be commended for their leadership and promotion of good sportsmanship.

 

FINANCIAL REPORTS

The following reports were presented regarding the financial status of sports conducted during the fall sports season:

 

1.   The volleyball tournament series net revenue showed a slight decrease which reflected lower attendance at the sectional and state levels of the tournament. 

 

2.     The most of the football tournament reports accounted for, the net gain appears to be the second highest total in the tournament’s history.

    

LITIGATION REPORT

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

REPORT ON NATIONAL FEDERATION’S WINTER MEETING

Commissioner Ress reported on the National Federation’s Winter Meeting.  Among the topics discussed were: (a) national championships for individual sports; (b) insurance; and (c) sportsmanship.

 

PENALTIES ASSESSED

Center Grove High School(Eight girls soccer players participated on same non-school team)

Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a.

1.       The Center Grove High School girls’ soccer program is issued a warning. 

2.       The eight student athletes involved in this violation shall be suspended for two soccer matches.  If necessary, these suspensions may be spread over the first eight matches of the 2005 season.

3.       The administration of Center Grove High School is commended for its reporting and handling of this matter.

 

Manchester High School(Boys basketball player participated in 6 quarters in JV-Varsity DH)  

Commissioner Ress reported the following action as a result of a violation of Rule 52-3c(2).

1.   The Manchester High School boys basketball program is issued a warning. 

2.   The varsity game in which the offending player participated in a sixth quarter shall be forfeited to Wabash High School in accordance with Rule 3-9 of the IHSAA By-Laws.

3.   The administration of Manchester High School is commended for its reporting and handling of this matter.

 

Morristown High School(Unlicensed boys basketball official worked JV game)

Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

1.       The Morristown High School girls’ basketball program is issued a warning.

2.       Morristown is directed to follow the procedures outlined in Rule 3-9 of the IHSAA By-Laws including the forfeiture of either or both games if Morristown was victorious.

3.       The administration of Morristown High School is commended for its reporting and handling of this matter.

 

South Bend Clay High School(Unlicensed boys basketball official worked one freshman & one JV game)

Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

1.   The South Bend Clay High School girls’ basketball program is issued a warning.

2.   South Bend Clay is directed to follow the procedures outlined in Rule 3-9 of the IHSAA By-Laws including the forfeiture of the freshmen game played on December 8 to Penn High School.

3.   The administration of South Bend Clay High School is commended for its reporting and handling of this matter.

 

South Dearborn High School(Wrestling coach conducted Sunday practice session during holidays)

Commissioner Ress reported the following action as a result of a violation of Rule 9-13.

1.   The South Dearborn High School wrestling program is issued a warning. 

2.   Coach George Gardner is reprimanded for conducting a Sunday practice session in direct violation of Rule 9-13. 

3.   The administration of South Dearborn High School is commended for its reporting and handling of this matter.

 

West Vigo High School(Boys basketball coach ran post game practice that extended into Sunday)

Commissioner Ress reported the following action as a result of a violation of Rule 9-13.

1.   The West Vigo High School boys’ basketball program is issued a warning. 

2.   Coach Jon Compton is reprimanded for conducting a practice session that extended into a Sunday. 

3.   The IHSAA accepts and approves of the two game suspension for Coach Compton as an appropriate response to this violation. 

4.   The administration of West Vigo High School is commended for its reporting and handling of this matter.

1.       Email from C.E. Quandt, Principal, North Central (Indianapolis) High School

     

A motion to adjourn the January meeting of the IHSAA Executive Committee was made by Randy Barrett; seconded by Roy Simpson; motion passed 16-0.  The next meeting of the Executive Committee will be at IHSAA headquarters at 8 a.m. on Friday, February 18, 2005.
